Peking, March 30, 1911. FOLLOWING from His Majesty's consul-general at Shanghai, dated to-day, on behalf of opium merchants there :-
"As at first three monthly auctions in India 7,680 chests have been granted certificates for export to China, there will only be 900 chests per month able to obtain these during rest of year. Uncertificated chests are estimated in Indian budget at 1,000 rupees less than certificated, and unless uncertificated opium is kept out by China there will be a vast depreciation in value of Shanghai inflated stocks, causing enormous losses and possible failures. Can we be informed before next Calcutta auction, on 4th April, whether China is taking any steps to prohibit import of uncertificated drug?
